乡村振兴背景下农村三产融合发展现状及对策:以榆林市榆阳区为例

Current Situation and Countermeasure of Integrated Development of Three Industries under the Background of Rural Revitalization:Taking Yuyang District of Yulin City as an example

2015—2020年中央一号文件反复指出要推进和实施农村三产融合发展,2021年中央一号文件提出要全面推进乡村振兴必须大力发展三产融合。通过对陕西省榆林市榆阳区乡村振兴背景下推进农村三产融合发展的实地调研分析发现,榆阳区农村三产融合模式多样化。“十三五”期间,农业总产值、乡村旅游综合收入、乡村旅游综合收入与农业总产值之比、农民人均可支配收入、集体经济收入和工业总产值分别增至82.09亿元、35.73亿元、43.53%、22260元、310万元和830.69亿元,榆阳区农村三产融合发展初见成效。但同时存在农业多功能开发不足、龙头与农户利益耦合度低、产业基础设施薄弱、产业同质化现象等突出问题。针对存在问题,提出突出特色,拓展农业功能、多方联动,建立紧密耦合、统筹规划,完善基础设施、因地制宜,优化产业布局等建议。

The“No 1 Central Document”during 2015-2020 points out to promote and implement integrated development of three industries repeatedly and the“No 1 Central Document”in 2021 pledges to develop integration of three industries for fully promoting rural revitalization.The integrated development of three industries under the background of rural revitalization is summarized by taking Yuyang District,Yulin City,Shaanxi as an example.The field survey shows that there are many models in integrated development of three industries in Yuyang District.Total agricultural output value,rural tourism comprehensive income,ratio of comprehensive rural tourism income to total agricultural output value,farmers’per-capita disposable income,collective economical income and total industrial output value rise to 8.209 billion Yuan,3.573 billion Yuan,43.53%,22260 Yuan,3.10 million Yuan and 83.069 billion Yuan respectively,which indicates that integrated development of three industries has achieved initial success in Yuyang District,but there are many problems including insufficient agricultural multifunction development,lower benefit coupling degree between leading enterprise and farmers,poor industrial infrastructure and industrial homogenization.The suggestions of highlighting feature,expanding agricultural function,multi-lateral cooperation,building tight coupling,overall planning,improving infrastructure,adjusting measures to local conditions and optimizing industrial distribution are put forward in view of these problems at the same time.
