摘要
“双减”政策的出台是新时代我国义务教育的重大改革举措,对基础教育高质量发展具有引导性作用。然而,“双减”政策在政策执行过程中存在政策替代、政策执行表面化等偏差问题,阻滞了政策的落实。从博弈论的视角审视,政策执行的本质是多方利益主体互相博弈的过程,政策执行主体、政策目标群体之间的博弈是“双减”政策执行阻滞的主要因素,采取回应多方利益诉求、规范政策执行过程、优化博弈环境、强化政策价值引领等策略疏解政策阻滞是助力“双减”政策有效落地的有效举措。
The introduction of the“double-reduction”policy is a major reform measure for China’s compulsory education in the new era, and it plays a guiding role in the high-quality development of basic education. However, a comprehensive observation of the current situation of policy implementation shows that there are deviations in the implementation process, such as policy substitution and superficial implementation, which hinder the implementation of the“double-reduction”policy. Viewed from the perspective of game theory, the essence of policy implementation is the process of multistakeholder games, and the game between policy implementers and policy target groups is the main factor hindering the implementation of the“double-reduction”policy. Adopting strategies such as responding to the demands of multiple interests, regulating the policy implementation process, optimizing the gaming environment, and strengthening policy value guidance are measures to help the“doublereduction”policy to be effectively implemented.
