老工业基地产业调整升级与高等教育体系再造

Industrial Adjustment and Upgrading in Old Industrial Bases and Reconstruction of Higher Education System

全面振兴老工业基地是国家既定战略。老工业基地产业调整升级在助力“双循环经济”发展,打造新的发展格局,推进区域协调发展中具有重要作用,但老工业基地产业调整升级的进度差异较大,要在“特”上下功夫,处理好转型与升级之间、三大产业之间以及传统产业与新兴产业之间的关系。老工业基地产业调整升级需要高等教育成为其产业发展的动力源,要适应老工业基地经济社会发展,学科专业设置要凸显前瞻性和特色化,要与老工业基地城市化相适应。为此,应着眼于资源整合与优势互补,再造“开放”“、一流”“、多样”和“终身”的高质量的高等教育体系。

The comprehensive revitalization of old industrial bases is a national strategy.The industrial adjustment and upgrading of old industrial bases plays an important role in boosting the“dual circular economy”,creating a new development pattern,and promoting regional coordinated development.However,the progress of industrial adjustment and upgrading of the old industrial bases varies greatly,and efforts must be made for the“particularities”.We need to deal with the relationship between transformation and upgrading,among the three major industries,and between traditional industries and emerging industries.The industrial adjustment and upgrading of the old industrial bases requires higher education to become the driving force of industrial development,adapt to the economic and social development of the old industrial bases,and the establishment of disciplines and specialties should be forward-looking and distinctive,and be compatible with the urbanization of the old industrial bases.To this end,it should be followed as the basics to focus on resource integration and complementary advantages,and recreating“openness”,“first-class”,“diversity”and“lifetime”high-quality higher education system.
