Internationalization Strategy of Higher Education in Serbia and Its Enlightenment

塞尔维亚地处“一带一路”向西开放的重要位置,近年来受“一带一路”倡议、欧洲高等教育一体化以及全球化进程中“去中心化”等因素影响,制定了本国的高等教育国际化战略。塞尔维亚高等教育国际化战略主要包括构建高等教育国际化保障体系、提高高等教育机构教职人员国际化水平、提升高等教育项目国际化水平、促进高校学生国际流动、推动国外同胞参与高等教育国际化等内容。塞尔维亚高等教育国际化战略呈现出三个特点:布局长远,短、中、长期目标相互结合;内外结合,在地国际化与跨境国际化同步实施;保障先行,法律体系与组织架构优先搭建。借鉴塞尔维亚经验,我国在推进高等教育国际化过程中,可采取构建多元主体参与的保障体系、提升国际合作项目的影响和发挥海外华侨的纽带作用等策略。

Serbia,located in the“Throat”of the“The Belt and Road”opening to the west,has developed its higher education internationalization strategy under the influence of the“The Belt and Road”initiative,the integration process of European higher education and the“Decentralization”of the globalization process in recent years.The main contents of the strategy of internationalization of higher education in Serbia include constructing the guarantee system of internationalization of higher education,raising the level of internationalization of the teaching staff of higher education institutions,improving the internationalization level of higher education projects,promoting the international flow of university students and increasing the participation of foreign compatriots in the internationalization of higher education.The internationalization strategy of higher education in Serbia shows the following three characteristics:long-term layout,and the combination of short,medium and long-term goals;internal and external integration,and simultaneous implementation of local internationalization and crossborder internationalization;guarantee first,and priority given to the construction of legal system and organizational structure.Taking the internationalization strategy of higher education in Serbia as a reference,China can adopt strategies such as building a security system with the participation of multiple subjects,improving the impact of international cooperation projects and giving full play to the link role of overseas Chinese when promoting the internationalization of higher education.
