海南自由贸易港数字化建设存在的问题及路径探析

海南自由贸易港是党中央着眼于国内国际两个大局,进一步深化对外开放以适应新时代改革开放进程的创新举措。海南省政府历来高度重视数字化发展工作,致力于将海南建设成为数据岛、数字岛、智能岛。随着数字经济的蓬勃发展,大数据技术成为社会变革的重要力量,以信息流推动要素流动,成为海南自由贸易港数字化建设的重要抓手,并取得了显著成效。但新发展阶段自由贸易港面临着信息基础设施建设不够完善、高新技术产业基础较为薄弱、信息安全保障体系不够健全、数据专业技术人才较为匮乏等现实问题。对此,需要多元主体认真蓄势和谋划,找准重心,突破关键,变数字为生产力,构建大数据支撑体系,为海南自由贸易港数字化建设搭建“智慧骨架”。

Hainan Free Trade Port is an innovative measure to further deepen opening up to adapt to the reform and opening-up process in the new era, which is taken by the CPC Central Committee to focus on both domestic and international situations. People’s Government of Hainan Province has always attached great importance to digital development and is committed to building Hainan into a data island, digital island and intelligent island. With the vigorous development of digital economy, the big data technology has become an important force for social reform. With information flow promoting the flow of factors, it has become an important starting point for the digital construction of Hainan Free Trade Port, achieving remarkable results.However, in the new stage of development, the free trade port is faced with some practical problems, such as incomplete information infrastructure construction, weak high-tech industrial foundation, incomplete information security system and lack of data professionals. In this regard, it is necessary for multiple subjects to gather momentum and plan carefully, find the right focus, break through the key points, transform the digital into the productivity, and build a big data support system. Hence, an“intelligent skeleton”can be made for the digital construction of Hainan Free Trade Port.
