我国新型储能发展问题分析与政策建议 被引量:2

摘要 新型储能是新型电力系统的重要支撑技术。随着技术快速进步和支持政策陆续出台,我国新型储能已逐步在电力辅助服务、用户侧电价管理、新能源消纳以及电网输配电服务等领域得到应用。但当前新型储能成本偏高,其在电力市场中的定价机制与监管方式仍面临争议。本文在梳理我国新型储能政策环境和发展现状的基础上,归纳了新型储能的典型应用场景,分析了新型储能在经济性、电力系统融合模式、季节性调节等方面存在的问题,并从价格机制、监管方式、技术研发方面提出了政策建议。 New energy storage is an important technology supporting the new power system.With the rapid progress of new energy storage technologies and the introduction of supporting policies China's new energy storage has been gradually applied in the fields of power ancillary services,demand-side electricity price management,renewable energy accommodation,and power grid transmission and distribution services However,the current cost of new energy storage isstill high,andits pricing mechanism andregulation intheelectricity market arecontroversial.Onthe basis of reviewing the policy environment for energy storage development in China,this paper summarizes the typical applications of new energy storage,analyzes the main problems faced by new energy storage on economy,integrated model with power system,and seanonal regulation,and puts forward policy suggestions in terms of pricing mechanism,business model and technology research and development.
