Application Foundations and Prospects of Implementing Carbon Dioxide Emission Quota for Public Institutions

“十三五”以来,全国公共机构着力优化节能目标管理方式,逐步推行能耗总量和强度双控与定额管理相结合。“十四五”时期,我国生态文明建设进入到以降碳为重点战略方向、促进经济社会发展全面绿色转型的关键时期,进一步发挥定额目标管理方式优势,探索建立公共机构碳排放定额管理体系,对巩固公共机构节能降碳成效,促进全社会早日实现碳达峰碳中和目标具有重大意义。

During the 13t Five-Year Plan period,public institutions in China have been focusing on optimizing the management methodology of energy conservation targets,and progressively implemented thecombinationof double control of energy consumption quantity and intensity with quota management.During the 14t Five-Year Plan period,the development of an ecological civilization has entered a critical stage of taking carbon reduction as the key strategic direction and promoting the green transformation of the whole society.Giving further play to the advantages of the quota management method and exploring and establishing a carbon emission quota management system for public institutions,undoubtedly,will have a positive contribution to consolidating the energy conservation and carbon reduction achievements of public institutionstas well as promoting the earlier realizationof carbon peak and carbon neutrality in thewhole society.
