立足“两水”优势 促进绿色发展--丽水市能源战略研究

Promoting Green Development Based on Rich Hydropower Resources:Lishui's Energy Strategy Research

浙江丽水市生态环境优良、生态资源丰富,水力和抽水蓄能(简称“两水”)资源丰富,在国家碳达峰、碳中和战略与“绿水青山就是金山银山”的实践背景下,研究以“两水”为基础的能源、产业和经济社会绿色发展道路,具有典型示范意义。本文从丽水市自然条件、能源资源票赋和经济社会发展现状入手,立足全球及我国能源发展形势,规划设计丽水市能源发展战略框架。研究提出优化创新“两水”和其他新能源发展,构建具备“高承载、高弹性、高互动、高自愈”特性的新型电力系统,依托清洁电力发展高附加值产业,促进生态产品价值的实现,打造零碳负碳美丽乡村建设等发展路径。

Lishui city of Zhejiang province has excellent ecological environment and abundant ecological resources,including abundant water power and pumped storage(hereinafter referred to as"two waters")resources.In the background of Carbon Peak and Neutrality Strategy and Two Mountains Theory being actively carried out in China,the study of the green development path of energy,industry economy and society in Lishui has typical demonstration significance.Based on the natural conditions and energy resources endowment of Lishui city,and the outlook for the global and China's energy development trend,Lishui's energy development strategy framework has been designed.Suggestions on path optimization and innovative development of hydropower and pumped storage hydropower,other new energy development,building a new power system with the characteristics of"high load bearing,high elasticity,high interaction and high self-healing",high value-added industries development relied on clean electricity,thevalue realization of ecological products,and creating zero carbon and negative carbon beautiful countryside are also given.
