三权分置背景下农地流转与劳动力转移耦合协调分析——基于新疆的农户调查

On the coupling-coordination between agricultural land transfer and labor migration under the background of Three Rights Separation Policy

三权分置制度为促进农地流转,实现规模经营和要素集聚提供了制度保障。文中基于三权分置的制度背景,探讨了农地流转与劳动力转移的耦合协调发展问题,为实现农村经济社会生产要素流动与重组,促进乡村振兴有效推进提供了理论基础。研究使用新疆513户农户调查数据,运用耦合协调度模型测算了农地流转与劳动力转移耦合协调水平,并分析了不同流转方式下的耦合协调性。研究结果表明:1)新疆农地流转评价指数为0.4873,劳动力转移评价指数为0.4693,耦合协调度为0.6747,处于高耦合、勉强协调等级。2)经营权流转、承包权流转及不发生地权流转三种流转方式均达到高耦合水平,仅承包权流转方式达到中级耦合协调,其余均为初级耦合协调。根据研究结论,从社会保障体系、产业发展、人力资本建设等方面提出政策建议。

Three Rights Separation Policy provides institutional guarantee for promoting the transfer of agricultural land and realizing large-scale operation and factor agglomeration.Based on this system background,the coordinated development of agricultural land transfer and labor migration was probed.It provides a theoretical basis for realizing the flow and reorganization of rural economic and social factors of production and promoting the effective recommendation of rural revitalization.Based on the survey data of 513 farmers in Xinjiang,the coupling coordination model was applied to calculate the coupling coordination level of agricultural land transfer and labor migration,and the coupling coordination under different transfer modes was analyzed.The results show that:1)Agricultural land transfer evaluation index in Xinjiang is 0.4873,labor migration evaluation index is 0.4693,and coupling coordination is 0.6747,which is in the high coupling and barely coordination level.2)The management right transfer,contract right transfer and no land right transfer all reach the high coupling level.The contract right transfer reaches the intermediate coupling coordination level,and the other two modes are all at the primary coupling coordination level.According to the research conclusion,suggestions are put forward for policy construction from the aspects of social security system,industrial development and human capital construction.
