国家自主创新示范区产业转型升级水平测度及其影响因素研究 被引量:6

Research on Measurement of Industrial Transformation and Upgrading Level in the National Independent Innovation Demonstration Zones and Its Influencing Factors

摘要 选取2014—2019年我国21个国家自主创新示范区的面板数据,构建涵括产业结构水平、创新驱动水平、数智赋能水平和绿色发展水平四个维度的国家自主创新示范区产业转型升级水平测度体系,利用熵权TOPSIS模型进行评价,并运用面板分位数回归模型和固定效应模型寻找发展水平的影响因素。实证分析结果显示,示范区整体产业转型升级水平呈波动递增的演进态势,但各示范区之间存在一定差异性;东部示范区整体水平高于中西部,南方示范区总体水平高于北方。分析影响因素表明,不同产业转型升级水平下,研发创新能力和经济牵引能力均起显著促进作用;随着示范区产业转型升级水平的升高,人才支撑能力、创新服务能力和开放合作能力的促进作用逐渐增强,且具有明显的区域异质性。鉴于此,应搭建完善的研发创新环境、打造致力产业共性技术的研发平台、构建研发人才体系、探索差异化的产业转型升级路径。 The panel data of 21 national independent innovation demonstration zones in China from 2014 to 2019 is selected to construct a measurement system of industrial transformation and upgrading level of demonstration zones covering four dimensions:industrial structure level,inno-vation-driven level,digital intelligence empowerment level and green development level.The four dimensions are evaluated by entropy-weighted TOPSIS model,panel quantile regression model and fixed-effect model so as to find the factors influencing their development levels.The empirical study shows as follows:(1)The overall level of industrial transformation and upgrading in the demonstration area shows a fluctuating and increasing evolutionary trend,but there is some varia-bility among the demonstration areas.(2)The overall level of the eastern demonstration area is higher than that of the central and western areas,and the overall level of the southern demonstration area is higher than that of the north.Study of influencing factors have shown as follows:(1)Under different levels of industrial transformation and upgrading,R&D innovation capacity and economic traction capacity both play a significant role in promoting.(2)As the level of industrial transformation and upgrading in the demonstration area rises,the promotion of talent support capacity,innovation service capacity and open cooperation capacity is gradually enhanced,and there is obvious regional heterogeneity.In view of this,we should build a perfect R&D innovation environment,create R&D platforms dedicated to common industrial technologies,construct R&D talent systems,and explore a differentiated industrial transformation and upgrading path.
