化解农村相对贫困问题的理论探析

构建化解相对贫困的长效机制是促进社会主义共同富裕的客观要求和重要内容。化解相对贫困问题不同于绝对贫困的治理。农村相对贫困问题具有共性,也有其特殊性。化解农村相对贫困需要转换思维,确立新的贫困衡量标准,并在制度层面、整体层面和个体层面分别采取针对性措施。在新时代条件下,化解农村相对贫困问题应立足乡村振兴战略,从共同富裕要求出发,构建化解农村相对贫困的长效机制,在发展农村集体经济、完善贫困农民就业机制、健全农村社会保障机制和建立贫困治理机制等方面开展工作。

Building a long-term mechanism to reolve relative poverty is an objective requirement and important content of promoting socialist common prosperity.Resolving relative poverty is diferent from the gowernance of absolute poverty.The problem of relative poverty in rural areas is both common and particular.To resolve relative poverty in rural areas,it is necessary to change thinking,esablish new poverty imeasurement standards,and ake argeted meaures at the institutional,overall and individual level.Under the condlitions of the new era,resalving the problem of rebtive poverty in rural ares should be based on the rural revitalization strategy to build a long-tenm mechanism to resolve relative poverty in rural areas according to the requirements of common prosperity,and to carry out work in developing the rural collective economy,improving the employment mechanism for poor farmers,improving the rural social security mechanism,esuablishing a poverty govermance mechanism,ctc.
