网络化社会和加速的现代性打破了时间和空间的疆界,使信息在全球范围内加速流动。信息战的影响已不再局限于军事冲突的双方,它的辐射边界无限蔓延,把战火引向全球舆论公共领域。裹挟着虚假信息的当代信息战给无辜国家造成了“误伤”,撕裂了国家内部舆论场,损害了原本已岌岌可危的政治文明,给全球开放社会带来了极大的不稳定性和不确定性。

The networked society and the accelerated modernity have broken the boundary of time and space,which facilitates the accelerated flow of information across the globe.The information warfare,once was launched by concerned parties,has been affecting the whole global public sphere including the non-concerned parties.In many cases,the disinformation wars have mistakenly hurt irrelevant countries and their nationals by dividing public opinions and harming their political operations,hence leading to global instabilities and uncertainties.
