数字普惠金融推进脱贫地区乡村全面振兴的逻辑、问题与建议

The Logic,Problems and Suggestions of Digital Inclusive Finance to Promote Comprehensive Rural Revitalization of Poverty Alleviation Areas

促进脱贫地区巩固拓展脱贫攻坚成果、推进乡村全面振兴,需要有效发挥数字普惠金融的作用。本文在厘清数字普惠金融推动脱贫地区乡村振兴的逻辑基础上,分析数字普惠金融推动脱贫地区乡村振兴所面临的核心问题,提出补齐脱贫地区数字化基础设施“鸿沟”、促进脱贫地区数字金融与数字经济协同发展、以县域为抓手做好三农“数字化”顶层设计、提高脱贫地区农民的数字金融素养、推动农村金融的供给侧改革等建议。

To promote the consolidation and expansion of the achievements of poverty alleviation and the comprehensive revitalization of poverty alleviation areas, it is necessary to effectively play the role of digital inclusive finance. On the basis of clarifying the logic of digital inclusive finance to promote rural revitalization in poverty alleviation areas, this paper analyzes the core problems faced by digital inclusive finance to promote rural revitalization in poverty alleviation areas, proposes bridging the digital infrastructure ‘gap’ in poverty alleviation areas, promotes the synergistic development of digital finance and digital economy in poverty alleviation areas, take the county as a starting point to improve the top-level design of ‘digitalization’ of agriculture, rural areas and farmers, improve the digital financial literacy of farmers in poverty alleviation areas, and promote supply-side reform of rural finance.
