“双循环”能否影响高等教育发展格局 被引量:2

Could“Dual Cycle”Affect Development Pattern of Higher Education

摘要 在人们大谈特谈“双循环”及其对高等教育的影响之时,研究界理性地研判其影响进而避免不必要的盲动,有助于高等教育发展行稳致远。“双循环”与高等教育由于存在创新与发展上的功能嵌合与需求互补,因而两者具有互动的基础与动力。“双循环”或将对我国高等教育的区域布局、资源配置及人才培养格局等带来一些积极影响。但“双循环”对高等教育发展格局的实然影响较为有限。究其因,从关系视角看,经济的增长和高等教育的发展并非是绝对的、简单的线性关系;从历史视角看,路径依赖迟滞“双循环”对高等教育发展格局的影响进程;从系统视角看,当下尚缺乏变革高等教育发展格局的充要条件。人们不宜高估其影响成效,更不应盲目、急切地强调所谓的“对接”或“回应”,甚至硬性地拖拽高等教育进行适应性变革。鉴于高等教育的重要性并基于“AIR”论说提出,有关方面需转变惯性思维和增强新格局预期,秉持守正创新、协同善治理念,推进国家基本公共教育服务体系建设,处理好“引入”和“输出”、国际化战略和区域发展战略的关系,优化教育空间生态、学科发展生态和人才培养生态,摒弃盲目跟风并增强相关研究的系统性与效用性。 When people talk about the“Dual Cycle”and its impact on higher education,the research community rationally studies and judges its impact,so as to avoid unnecessary blind action,which is conducive to the stable and long-term development of higher education.“Dual Cycle”and higher education have the basis and power of interaction because of the function chimerism and demand complementarity of innovation and development.“Dual Cycle”may bring some positive effects on the regional layout,resource allocation and talent training pattern of China’s higher education.However,“Dual Cycle”has a limited impact on the development pattern of higher education.From the perspective of relationship,the relationship between economic growth and the development of higher education is not absolute and simple linear;From the perspective of history,the influence process of path dependence hysteresis“Dual Cycle”on the development pattern of higher education;From a systematic perspective,there is still a lack of sufficient and necessary conditions to change the development pattern of higher education.People should not overestimate its impact,let alone blindly and eagerly emphasize the so-called“docking”or“response”,or even drag higher education for adaptive change.In view of the importance of higher education and based on the AIR"theory,relevant parties need to change their inertial thinking and enhance the expectation of the new pattern,adhere to the concept of integrity,innovation and coordinated good governance,promote the construction of the national basic public education service system,deal with the relationship between“introduction”and“output”,internationalization strategy and regional development strategy,and optimize the education space ecology Discipline development ecology and talent training ecology,abandon blindly following the trend,and enhance the systematicness and effectiveness of relevant research.
