陕甘宁边区参议会民主实践探析

分析陕甘宁边区参议会的民主实践历程,总结了其在陕甘宁边区推行的最适合抗战的彻底的民主制度的历史特点和其是开始时间最早、时间跨度最广、制度体系最完善的民主实践。阐述了其充分回答了在新形式的人民民主框架下,谁能参加选举、选举后的代表会议如何召开、代表会议审议通过的政策如何监督落实等人民民主实践的基本问题。指出陕甘宁边区参议会的民主实践是马克思列宁主义关于无产阶级革命和人民民主相关理论的运用,是与中国革命实际相结合的最佳写照。

This paper analyzes the democratic practice course and historical characteristics of the Shaanxi-Gansu-Ningxia Border Region Council,and summarizes the democratic practice with the earliest start time,the largest time span and the most perfect system,and the most thorough democratic system suitable for the War of Resistance against Japanese Aggression.Based on this,it answers the basic questions of people’s democratic practice under the framework of the new form of people’s democracy,such as who can participate in the election,how to convene the post-election representative meeting,and how to supervise the implementation of the policies deliberated and approved by the representative meeting.It points out that the democratic practice of the Shaanxi-Gansu-Ningxia Border Council is the best portrayal of the combination of the Marxist-Leninist theory about proletarian revolution and people’s democracy relevance theory with the reality of the Chinese revolution.
