“水银行”交易模式下的水资源交易价值评估 被引量:5

摘要 借鉴商业银行存-贷-融的经营方式,综合水资源利用价值、水资源承载指数、经济社会发展水平、“存水”或“贷水”利率等因素,构建了基于“水银行”交易模式的交易价值评估模型,并以沿黄河36个地级市为例,对“水银行”交易模式下的水资源交易价值进行了评估。结果表明:2003—2012年“水银行”从沿黄36个地级市获得利息总收入呈逐年增长趋势,分别为61.558亿、102.047亿、154.226亿、264.362亿、323.433亿、296.160亿、287.348亿、336.950亿、444.263亿、470.038亿元;区域水资源承载指数决定了“水银行”利息支付的方向;沿黄地级市应支付给“水银行”的利息占其国内生产总值的比例较小,说明“水银行”交易模式易于实施。 With reference to the operation of business bank’s saving-loan-raising funds and the consideration of utilization value of water resources,overload index of water resources,development level of economic society,interest rate of“saving water”and loaning water”,this paper constructed trading value evaluation model on the basis of the trading mode of water bank.Moreover,it took the Yellow River for an example to evaluate the trading value of water resources under the trading mode of water bank.The results show that the water bank’s total interests have gained from 36 prefecture-level cities along the Yellow River in 2003-2012 are increasing yearly,and they are RMB 6.1558 billion,RMB 10.2047 billion,RMB 15.4226 billion,RMB 26.4362 billion,RMB 32.3433 billion,RMB 29.6160 billion,RMB 28.7348 billion,RMB 33.6950 billion,RMB 44.4263 billion,and RMB 47.0038 billion,respectively.The regional overload index of water resources decides orientation of interests payment of water bank.The interests that prefecture-level cities along the Yellow River account for a small proportion of the region’s GDP,which indicates that the trading mode of water bank is easy to be carried out.
