数字中国建设政策工具选择研究——基于央地“十四五”规划

Study on the Selection of Policy Tools for the Construction of Digital China——Based on the 14th Five-Year Plans of the Central and Local Governments

数字中国建设是新时代国家信息化建设的重大发展方略。作为一项涉及多方面、多领域的系统工程,数字中国建设离不开合理有效的政策工具的助力。然而,政策工具组合缺乏足够的系统性、协调性、融通性,严重制约了数字中国建设的进程,因而亟须厘清各地方政府数字中国建设中“政策工具箱”的现状,深入剖析数字中国建设政策工具组合存在的问题,打通数字中国建设中的堵点、痛点。为此,需要统筹使用政策工具,促进外部结构合理化和内部组合的优化,合理布局政策工具的发展方向,深化政策工具与数字中国建设作用倾向的融通性,从而推进中国数字化、智能化的发展进程,助力数字中国建设取得成效。

The construction of Digital China is a major strategy for developing national informatization in the new era.As a system with impact in different levels and multiple domains,the construction of Digital China requires supports from the reasonable and effective policy tools.However,the combination of policy tools lacks enough systematicness,coordination and accommodation,which has seriously restricted the process of building Digital China and made it urgent to clarify the current situation of the"policy toolbox"of local governments,to deeply analyze the problems existing in the combination of policy tools,and to break through the blockages and pain points.Therefore,it is necessary to use policy tools as a whole,promote the rationalization of external structures and the optimization of internal combination,rationally arrange the development direction of policy tools,and deepen compatibility between policy tools and the tendency of Digital China construction,so as to promote the development process of China’s digital and intelligence,and help the construction of Digital China achieve results.
