高等职业教育政策变迁逻辑:新制度主义社会学视角

摘要 改革开放以来,高等职业教育政策的发展呈现出阶段性的成果,其发展经历了促进经济发展的萌芽期、服务体制变革的巩固发展期、促进高等教育大众化的改革创新期、服务建设现代职业教育体系的升级发展期。通过以规制性要素、规范性要素、文化-认知要素等基本要素的影响以及经济发展、管理体制、学生发展与政策的互动为分析基础,提出高等职业教育政策发展的逻辑路向,即为人才保障、教师培训和高水平实训基地的建设提供稳定的支持。 Since the reform and opening-up,the higher vocational education policy has experienced the embryonic period of serving economic development, the consolidation and development period of serving system reform, the reform and innovation period of serving the popularization of higher education and the upgrading and development period of serving the construction of modern vocational education system. Combining with the latest higher vocational education policy, these development stages reveal the logical direction of higher vocational education policy development, which provides stable support for the construction of talent guarantee, teacher training and high-level training base building, so as to enhance the society’s sense of identity with higher vocational education, teachers’ sense of value for their own profession and students’ adaptability.
