巩固拓展脱贫攻坚成果同乡村振兴有效衔接中的家庭复原力问题研究

Research on the family resilience in aligning efforts to consolidatethe results of the battle against poverty with rural revitalization

基于巩固拓展脱贫攻坚成果同乡村振兴有效衔接视角,运用中国家庭动态跟踪调查数据库2012—2018年的面板数据,采用双重差分模型和空间杜宾模型对我国家庭复原力的动态和空间效应进行量化实证分析。主要得到以下结论:第一,实施精准扶贫和巩固脱贫攻坚成果能显著增强相对贫困家庭的复原力;第二,巩固拓展脱贫攻坚成果同乡村振兴有效衔接的实施不仅能提高相对贫困家庭的复原力,对非相对贫困家庭同样具有积极影响;第三,提升家庭复原力的重要途径是积累资产和培育人力资本;第四,提高家庭复原力对自身与周边地区具有积极效应。在此基础上提出根据实地情况制定衔接方案,深化巩固拓展脱贫攻坚成果同乡村振兴的有效衔接;考虑地区的空间影响,合理制定“扶智扶贫”的区域性方案;建立健全财政保障、金融倾斜、社会参与的多元投入格局,强化乡村振兴投入保障等政策建议。

Based on the perspective of aligning efforts to consolidate the results of the battle against poverty with rural revitalization,using the panel data of the China Household Dynamics Tracking Survey Database from 2012 to 2018,the double difference model and the Spatial Durbin Model are used to quantitatively analyze the dynamic and spatial effects of household resilience in my country.The main conclusions are as follows:first,implementing targeted poverty alleviation and consolidating the achievements of poverty alleviation can significantly enhance the resilience of relatively poor households;second,it also has a positive impact on non-relatively poor families;third,an important way to improve family resilience is to accumulate assets and cultivate human capital;fourth,improving family resilience has a positive effect on itself and surrounding areas.Base on them,this paper puts forward the following suggestions:Formulating a connection plan according to the actual situation to deepen and consolidate the effective connection between the achievements of poverty alleviation and rural revitalization;considering the spatial influence of the region and formulating a reasonable regional plan for“alleviating the wisdom and poverty”;establishing and improving financial security,ensuring financial inclination and the diversified investment pattern of social participation to guarantee the investment for rural revitalization.
