广州市科研院所创新效能比较研究

Comparative Analysis on The Innovation Effectiveness of Research Institutes in Guangzhou

基于区域创新体系理论,以创新要素集聚水平及产学研合作情况为主线,从人才支撑、研发投入、研发支出合作、成果产出4个评价维度构建科研院所对城市区域创新作用效用指标评价模型。采用2013年和2018年北京、上海等11个国内重点城市科研院所相关数据,通过熵值法和层次分析法,比较分析广州科研院所创新效能。从体制机制优化、协同打造创新集群、培育龙头院所、畅通成果转化渠道、加强国际化合作5个方面提出相应对策建议。

The paper based on the theory of regional innovation systems and following two main streams: the concentration of innovation resources and industry-university-institute cooperation, establishes four-dimension evaluation model: Talent support, R&D Input, R&D Expenditure Cooperation, research Achievements, to evaluate the effectiveness of research institutes on the development of urban regional innovation system. The paper thus selects the data of both Guangzhou and 11 other key cities in China in 2013 and 2018 and then analyse them with entropy analysis and The analytic hierarchy process to evaluate to what degree research institutes support each city’s regional innovation system. The research finally suggests that in order to further promote Guangzhou research institutes, the policies should focus on five aspects below: sustainable reforming of technical system and mechanism, collaborative creation of innovation clusters, establishing leading research institutes, unblocking channels for achievement transformation, and embedding in the new development pattern of "dual cycles" for strengthening the cooperation in the scope of both the Greater Bay Area and the globe.
