Optimization Strategy of Science and Technology Talents’ Flow in Open Innovation Network

科技人才流动具有其规律性,科技人才的流动与知识的良好匹配相关联,存在知识内容和知识表达的双重匹配。科技人才的流动遵循社会认知匹配的原则,实现共同语言和共同愿景上的双重匹配。科技人才的流动不同于传统意义上的刚性流动,通过多种类型的柔性流动突破科技人才工作地点和组织的界限,从更广的范围配置科技人才资源。从发展科技人才中介组织、建立相关法律法规、构建科技人才信息库及评价机制等方面提出了优化科技人才流动的建议。

Science and technology talents’ flow is an inevitable phenomenon and demand in open innovation. It has a profound influence on the development of innovation. This paper explores the optimization strategy of science and technology talents’ flow in open innovation network from three aspects. First, the science and technology talents’ flow must be associated with a good matching of knowledge, with the double matching of knowledge content and knowledge representation needing to realize. Second, science and technology talents’ flow needs to follow the social cognitive matching principle, matching in the common language and common vision. Third, science and technology talents’ flow should be different from the traditional rigid flow, and it should be flexible;technical personnel resources can be configured from a wider range through breaking the boundaries of science and technology talents’ working place and organization.
