央地交流与政策执行力:来自政策文件大数据的证据

Central-Local Rotation and Policy Implementation:Big Data Evidence from Policy Documents

本文基于政策文件大数据计算了地方政府落实中央政策所需的时长,并以此作为政策执行力的度量指标。基于该独特指标,本文研究央地交流如何克服层级性治理困境,从而提升地方政府的政策执行力。研究结果表明,央地交流使地方政府落实政策所需的平均天数缩短29天,该结论在采用双重差分模型后依然稳健。机制检验的结果显示,央地交流通过促进央地之间的信息沟通、增加地方获得的经济资源以及强化干部的政治晋升激励来缓解中央与地方政府之间的委托代理问题,进而提升地方政府的政策执行力。拓展性研究发现,央地交流对政策执行力的提升作用在科技政策和民生保障政策中更为显著。本文的结论不仅为解释地方政府在政策执行方面的差异提供了新的视角,也为鼓励央地交叉任职的干部培养模式提供了新的证据。

Based on big data from policy documents,this paper calculates the time required for local governments to implement central policies and uses this as a measure of policy implementation.By using this unique indicator,the objective of the study is to find out how the central-local rotation of officials overcomes the dilemma of hierarchical governance,thereby improving the efficiency in the policy implementation of local governments.Empirically,we find that central-local rotation shortens the average number of days required by local governments to implement policies by 29 days,a conclusion that remains valid after adopting the difference-in-differences analysis model.The results of the cross-sectional tests suggest that the most plausible channel of this effect is that the official’s central-local rotation could facilitate information dissemination,provide more economic resources,and hint at a promotion to incentivise the official,thus enhancing the efficiency of policy implementation.Supplementary tests also reveal that the effect of central-local rotation is most significant in the implementation of science and technology policies and policies to improve people’s livelihoods.The findings of this paper not only offer a new perspective in explaining the differences in the governance efficiency of local governments,but also provide new evidence about the official rotation model to be adopted between central and local governments.
