摘要
在中国农村承包地确权结束之后,回顾农地确权政策的演变历史:从产权界定到产权实施,总结了中国农地确权的典型模式与经验;基于文献论证农地确权对农地流转、规模经营、生产效率、地力保护、劳动力转移与农民收入的影响机理与实际效果,提出中国农地确权后面临的权利细化与衔接过渡现实问题,给出中国农地确权的改革路径。
This paper reviewed the evolution history of farmland confirmation policy:from the definition to the implementation of property rights,and summarized the typical mode and experience,at the end of the confirmation of contracted land rights in China.Based on the perspective of literature review,we analyzed the impact mechanism and actual effect of farmland confirmation on farmland transfer,scale management,production efficiency,soil conservation,transfer of labor force and farmers’income.We putted forward the practical problems:refinement of rights and connection transition,and gave the optimization paths of China’s land reform,after the farmland ownership certification had issued.
