China’s Energy Reform in the New Era:Process,Achievements and Prospects

进入新时代,面对能源供需矛盾日益突出、能源结构转型步伐加快的国内国际背景,中国坚定不移推进能源革命。本文深刻阐释了新时代中国能源革命的国际国内背景,全面回顾并系统梳理了能源革命的思想发展和重要举措,遵循“让事实说话、让数据说话”的原则,从能源强度、能源结构、非化石能源开发和全要素能源效率等4个维度,通过量化分析真实立体展示了党的十八大以来中国能源革命取得的重大成就。进入新时代以来,中国以“四个革命、一个合作”的能源安全新战略为指引,多措并举加快推进能源革命,推动形成了能源强度稳步下降、能源结构持续优化、非化石能源加快开发、能源效率明显改善的能源发展新格局,能源生产和消费方式实现了历史性变革,现代能源体系建设迈上新台阶,为新时代的高质量发展提供了重要支撑。面对“双碳”目标对新时期推进能源革命提出的新要求和新挑战,中国应在巩固能源革命成效的基础上,坚持完善能源消费强度和总量双控制度、正确把握能源结构以煤为主的基本国情、科学有序推进非化石能源开发利用、重视从全要素角度推进能源效率提升,持续向着保障国家能源安全、构建现代能源体系、加快建设能源强国的方向前进。

Confronted with the domestic and international background of increasingly prominent contradiction between energy supply and demand,as well as accelerated energy structural transformation,China is committed to driving an energy reform in the new era.In this paper,the international and domestic background of the energy reform was interpreted deeply,and the ideological development and key measures of the energy reform were reviewed comprehensively.Following the principle of"let facts and data speak",this study used quantitative analysis tools to interpret the major achievements of China’s energy reform since the 18th CPC National Congress from four dimensions:energy use intensity,energy consumption structure,non-fossil energy development,and energy efficiency.In the new era,guided by the new energy security strategy of"Four Reforms and One Cooperation",China has taken multiple measures to accelerate the energy reform,and achieved steady decline in energy intensity,continuous optimization and adjustment of energy structure,accelerated development of non-fossil energy and notable improvement of energy efficiency.Historic changes have taken place in the production and use of energy,and the construction of the modern energy system has reached a new stage,which provides powerful support for China’s high-quality development in the new era.In order to meet the new requirements and challenges of carbon peak and carbon neutralization goals,China should more deeply promote the energy reform on the basis of consolidating the achievements of the energy reform,to uphold the dual control system of total energy consumption and energy intensity,correctly recognize the basic dimension of the Chinese context that the energy structure is dominated by coal,scientifically and orderly accelerate the development and utilization of non-fossil energy,improve the total factor energy efficiency,and thus keep on striving toward the goals of ensuring national energy security,constructing a modern energy system,and accelerating the construction of an energy power.
