The Achievements,Experience and Prospects of China’s Cultural Industry Development Since the 18th National Congress of the Communist Party of China

党的十八大以来,我国文化产业发展迅猛,经历了巩固改革成果阶段、探索转型阶段、协同发展阶段及高质量发展阶段,成就斐然:文化产业规模持续增长,产业结构不断高级化,市场主体愈发活跃;对外文化贸易异军突起,有力推动中华文化“走出去”战略实施;实施乡村文化振兴,释放居民文化消费潜力、满足居民美好生活需求。在此过程中,我国文化产业始终坚持双效统一原则,在政策引领、试点先行的创新发展理念引导下,坚持融合化、集约化、协同化的发展路径,以推进产业转型升级、释放市场活力为抓手,以平台建设强化服务保障,初步建成中国特色现代文化产业发展体系和市场体系。面对未来,文化产业发展面临着诸多机遇与挑战,本文提出从建立健全数字文化产业生态体系,推进园区向产城融合发展、探索建立文化产业虚拟集群,完善文化金融服务体系,充分释放居民文化消费潜力,以技术赋能文化产品品质提升、营造健康有序的内容创作环境,加强文化产业人才供给体系建设、实现人才供给与需求有效对接,完善文化市场监管机制、优化文化企业竞争环境,加快区域文化市场一体化建设、形成全国统一文化大市场等方面不断促进文化产业竞争力提升和高质量发展。

Since the 18th National Congress of the Communist Party of China,China’s cultural industry has developed rapidly.It has experienced the stage of consolidating the achievements of reform,exploring transformation,coordinated development and high-quality development.It has made remarkable achievements:the industrial scale has continued to grow,the industrial structure has been continuously upgraded,and the market subject has become more and more active;and the sudden rise of foreign cultural trade has effectively promoted the implementation of the"going global"strategy of Chinese culture.We will revitalize rural culture,unleash residents’cultural consumption potential and meet residents’needs for a better life.In this process,China’s cultural industry has always adhered to the principle of unity of double effects.Guided by the innovative development concept of policy guidance and pilot first,China’s cultural industry adheres to the development path of integration,intensification and coordination,focuses on promoting industrial transformation and upgrading and releasing market vitality,strengthens service guarantee with platform construction,and preliminarily establishes the development system and market system of modern cultural industry with Chinese characteristics.Facing the future,the development of cultural industry is facing many opportunities and challenges.This paper proposes to establish and improve the digital cultural industry ecosystem,promote the integrated development of parks to cities,explore the establishment of cultural industry virtual clusters,improve the cultural and financial service system,fully release the cultural consumption potential of residents,enhance the quality of cultural products with technology,create a healthy and orderly content creation environment,and strengthen the construction of talent supply system of cultural industry.Realize the effective connection between talent supply and demand,improve the supervision mechanism of cultural market,optimize the competitive environment of cultural enterprises,accelerate the integration of regional cultural market and form a national unified cultural market,and constantly promote the competitiveness and high-quality development of cultural industry.
