摘要 为探究民航法定自查人员的安全检查能力,提高法定自查人员队伍的能力建设,采用文献查阅、相关规章梳理以及对法定自查人员工作分析等方式,筛选出18个民航法定自查人员安全检查能力指标;通过分析相关数据因子,建立民航法定自查人员安全检查能力模型,该模型包括工作核心能力、业务基础知识、个人品质观念3个一级指标以及18个二级指标;运用结构方程模型(SEM)验证其安全检查能力模型的有效性,并确定各指标对模型的影响程度;采用模糊综合评价法实证分析该模型。结果表明:所构建的模型能够客观准确反映法定自查人员的安全检查能力,与其实际工作绩效相符;经过验证,该模型具备一定的有效性和一致性。 In order to explore the safety inspection ability of statutory self-inspection personnel in civil aviation and improve their capacity-building,the safety inspection ability model of statutory self-inspection personnel in civil aviation was established through the factor analysis of relevant data.Eighteen indicators were selected according to the literature review,relevant regulations and analysis of the statutory self-inspection personnel working mode.The model includes 3 indicators:work core competence,professional work basic knowledge and personal quality concept,and 18 secondary indicators such as the ability to find and eliminate hidden dangers,familiarity with rules and manuals and safety awareness.SEM was used to verify the effectiveness of the safety inspection ability model and determine the influence degree of each indicator on the model.Finally,the fuzzy comprehensive evaluation method was used to analyze the model empirically.The results show that the constructed model can objectively and accurately reflect the safety inspection ability of statutory self-inspection personnel,consistent with their actual work performance.The model has certain validity and consistency after verification.
