药品带量采购政策福利效应的经济学分析

Economic Analysis of the Welfare Effect of Volume-Based Drug Procurement Policy

目的:分析药品带量采购政策对于主要利益相关者福利水平及社会总福利水平的影响,并为政策的可持续性和患者药品福利水平长期稳定地提高给出建议。方法:从药品市场经济剩余出发,结合效用理论对各方福利变化进行推理。结果:药品带量采购政策改变了供需双方力量对比,对药品市场经济剩余进行了再分配。结论:药品带量采购政策以来,患者福利水平提高;药品行业整体福利水平下降,单个药企的福利水平增减不一;社会总福利水平提高。

Objective To analyze the influence of volume-based drug procurement policy on the main stakeholders’and the overall social welfare level,and provide suggestions for the policy’s sustainability and the long-term and stable improvement of patients’welfare level.Methods Based on the surplus of drug market economy and utility theory,the changes in the welfare of all parties were analyzed.Results The policy of volume-based drug procurement has changed the balance of power between supply and demand,and redistributed the economic surplus of drug market.Conclusion The policy of volume-based drug procurement has improved the patients’welfare level,and decrease the overall welfare level of pharmaceutical industry.However,the welfare level of individual pharmaceutical enterprise was quite different,and the total social welfare level has increased.
