中国共产党百年来对基层治理的探索:基于组织化的视角

The Communist Party of China's Exploration of Grassroots Governance in the Past Hundred Years:Based on the Perspective of Organization

从“组织化”的视角来看,中国共产党百年来对基层治理的探索经历了“组织化时期”(1921—1978年)、“去组织化时期”(1979—2012年)和“再组织化时期”(2013年以来)。在这一探索历程中,中国共产党关于基层治理形成了前后相续的三种模式,即全能控制模式、党政主导模式、合作共治模式。其演进的内在逻辑既有“不变”,又有“变”:坚持以人民为中心的核心价值理念,这是“不变”;从“农村—城市—农村”和从资源汲取到资源下沉,这是治理逻辑的转变;从控制、吸纳到激活,则体现了中国共产党基层治理的组织策略之变。新时代中国共产党将围绕以下三点继续推进基层治理:一是统筹党建与基层治理的关系;二是调适权威、规则下沉与基层治理灵活性、积极性的关系;三是寻求行政推动与激活内生发展机制之间的平衡。

From the perspective of organization,the CPC's exploration of grassroots governance in the past century has gone through organization period(1921—1978),de-organization period(1979—2012)and re-organization period(since 2013).In this exploration process,the Communist Party of China has formed three successive modes about grassroots governance:omnipotent control mode,party-government dominant mode,and cooperative governance mode.The internal logic of its evolution has both constant and change:adhere to the people-centered core value concept,which is constant;from rural-urban-rural and from resource absorption to resource sink,this is the change of governance logic;from control,absorption to activation,it reflects the change of organizational strategy of grassroots governance of the Communist Party of China.In the new era,the Communist Party of China will continue to promote grassroots governance around the following three points:coordinating the relationship between party building and grassroots governance;the relationship between adjusting authority and rule subsidence and flexibility and enthusiasm of grassroots governance;to seek the balance between administrative promotion and activation of endogenous development mechanism.
