湖北省高标准农田的建设现状、面临挑战及对策建议

Current Situation and Challenges of High-standard Farmland Building in Hubei Province and Countermeasures

高标准农田建设是农业农村部着眼于解决“三农”问题、推进乡村振兴作出的一项重要部署。对湖北省高标准农田建设实践进行调查发现,高标准农田建设在提升农业经济效益、改善生产条件、巩固脱贫成果、推进农业现代化发展及优化农村生态环境上发挥了重要作用。但目前湖北省高标准农田建设在资金投入、项目动员、全面监督、人才队伍建设及专责管护制度建设上仍面临挑战。为摆脱上述困境,助力高标准农田建设高质量发展,建议引进社会资本、合理配备资金,探索新型模式、创新动员方法,实行严密监督、重视民情民意,紧扣关键群体、推进人才振兴,严抓资金落实、实施专责管护。

The building of high-standard farmland is an important deployment made by the Ministry of Agriculture and Rural Affairs to solve the problems related to agriculture,rural areas and farmers and promote rural revitalization.Based on the investigation of high-standard farmland construction in Hubei Province,it is found that high-standard farmland construction plays an important role in improving agricultural economic benefits,improving production conditions,consolidating the achievements of poverty alleviation,promoting agricultural modernization and optimizing rural ecological environment.However,the construction of high-standard farmland still faces challenges in capital investment,project mobilization,overall supervision,talent team construction and specialized management and protection system construction.In order to overcome the above difficulties and help the high-quality development of high-standard farmland construction,it is suggested to introduce social capital and allocate funds reasonably,explore new models and innovate mobilization methods,carry out strict supervision and attach importance to public conditions and opinions,focus on key groups,promote the revitalization of talent,strictly grasp the implementation of funds and the specialized management.
