论“善”的治水实践及其现实意蕴

On Practice and Implication of Water Control Based on“Goodness”Concept

治水是一项极为复杂的系统性工程,它既是社会系统在尊重自然规律基础上对自然系统进行的能动性改造,同时也是自然系统在社会历史进程中伴随着人类社会生产力发展和社会系统之间进行协调的过程。对1949年之后中国的治水实践进行历史性考察,可以发现这是一个不断向“善”的过程。一方面它的现实意蕴逐渐从“保存生活”向“美好生活”丰富,另一方面治水的实践定位也逐渐从以人为中心的物质性实在向人与自然和谐共生的共生性实在转变。“善”的治水实践能体现人与自然的互主体性并使得人与自然能以命运共同体的关系向美好生活迈进。

Water control is a very complex systematic engineering,which is not only the initiative transformation by social system in respect of the natural law of the natural system,but also the coordination process by natural system with social system in the process of social history due to the development of human productivity.According to the historical survey of the practice of water control in China from 1949,the process of practice continuous towards“goodness”.On the one hand,its practical meaning has gradually changed from“preserving life”to“good life”.On the other hand,the practical orientation of water control has gradually changed from human centered material reality to symbiotic reality of harmonious coexistence between man and nature.Only the practice of“good”water control can reflect the mutual subjectivity of man and nature,that is,to advance towards a better life with the relationship of destiny community.
