浙江省全域幸福河湖建设初探

A Preliminary Study on Construction of Whole-area“Happy Rivers and Lakes”in Zhejiang

在浙江省共同富裕示范区建设中,河湖治理由“美丽河湖”向“幸福河湖”全面迭代升级也是其中一个重要内容。浙江省山水资源条件优渥,文化底蕴深厚,根据河流水系特点、治理需求与特色,以及因地制景、分类施策原则,提出从八大流域、五大平原干流、母亲河、中小河流到湖泊水库、农村水系的全流域全要素幸福河湖建设措施,形成一套具备参考意义的建设标准,为地方推进幸福河湖创建提供技术指导,从而推动浙江省全域幸福河湖格局的整体形成。

The comprehensive iterative upgrading of river and lake governance from“beautiful rivers and lakes”to“happy rivers and lakes”is also an important content in the construction of mutual prosperity demonstration area in Zhejiang.With excellent landscape resources and rich cultural heritage,the constructing measures of whole basin“happy rivers and lakes”are put forward according to the characteristics of river system,governance needs,development features as well as the principle adapted to local conditions,including the total factors as eight river basins,five plain streams,the mother river,small and medium-sized rivers,lakes and reservoirs and rural water system,providing a technical guidance for local promotion of“happy rivers and lakes”with a set of constructive standard,so as to fulfill the overall formation of“happy rivers and lakes”in Zhejiang.
