上海市推进医疗机构依法执业自查制度建设的实践与思考

Practice and Thinking on Promoting the Construction of Legal Practice Self Inspection System for Medical Institutions in Shanghai

上海市自2011年起探索、实施医疗机构依法执业自查制度建设工作,至今已有10余年。在这10余年中,上海市依法执业自查工作历经“建章立制搭平台”、“行业联动重服务”等阶段。2020年国家卫生健康委、国家中医药局联合下发的《医疗机构依法执业自查管理办法》,上海根据《医疗机构依法执业自查管理办法》文件精神,结合上海地区特点,开启“减负增效转思维”工作阶段,起草、印发《上海市医疗机构依法执业自查管理办法》,并将“精准、智慧”融入到自查工作中。

Since 2011,Shanghai has explored and implemented the construction of legal practice self-examination system for medical institutions,and it has been more than 10 years.In the past ten years,the self-examination of legal practice in Shanghai has gone through the stages of“establishing rules and regulations,setting up a platform”and“industry linkage and focusing on service”.In 2020,the National Health Commission and the State Administration of traditional Chinese medicine jointly issued the measures for the administration of self examination of medical institutions in accordance with the law.According to the spirit of the measures for the administration of self examination of medical institutions in accordance with the law,and in combination with the characteristics of Shanghai,Shanghai started the work phase of“reducing burden and increasing efficiency and turning thinking”,drafted and printed the measures for the administration of self examination of medical institutions in Shanghai in accordance with the law,and integrated“accuracy and wisdom”into the self examination work.
