摘要
高校作为国家科技创新和人才培养的主要阵地,近些年政府不断加大对高校基础研究、学科建设、人才培养等方面的专项资金投入,社会公众对专项资金使用效益提出了更多的要求。当前高校专项资金绩效评价体系存在对绩效评价的重要性认识不足、专项资金使用的绩效目标与高校整体战略脱节、绩效评价方式落后等问题。鉴于此,可通过强化专项资金绩效管理理念、完善绩效评价基础工作、加强对绩效评价结果的运用等措施建立并完善高校专项资金绩效评价体系,促进高校事业更好发展。
As the main field of national scientific and technological innovation and talent training,in recent years,the government has continuously increased the special fund investment in basic research,discipline construction,talent training for colleges and universities,and the public has put forward more requirements for the use efficiency of special funds.At present,there are some problems in the performance evaluation system of special funds in colleges and universities,such as inadequate understanding of the importance of performance evaluation,the discrepancy between the performance objectives of the use of special funds and the overall strategy of colleges and universities,and the backward performance evaluation methods.In view of this situation,we can construct and optimize the performance evaluation system of special funds in colleges and universities by improving understanding of performance management of special funds,the basic work of performance evaluation,and the use of performance evaluation results,so as to promote the better development of colleges and universities.
