抗战时期四川仓储的社会保障功能探讨

The Social Security Function in Sichuan Province Storehouses during Anti-Japanese War

抗战时期,四川仓储的社会保障功能表现在平粜济民、平衡粮价、储押贷款、散放恤贫和优待优抚抗战军人家属。仓储的社会保障功能对缓解灾荒、平衡粮价、救济贫穷、恢复农业生产、激励抗战士气和社会稳定发挥了一定的积极作用。但由于四川仓储建设滞后、管理不善、积谷数量不足和储押弊病等历史局限性,其社会保障功能未达到预期效果。

During the War Against Japanese Aggression,social security functions of Sichuan warehousing were shown as follows:easing the soul price,balancing the grain price,storing and mortgaging loans,relieving the poor and giving preferential treatment to the families of soldiers in the war of resistance against Japanese aggression.The social security function of storehouses played a positive role in alleviating famine,relieving poverty,resuming agricultural production,stimulating the morale of soldiers during Anti-Japanese War and stabilizing the society.However,owing to the historical limitations of the lag of storehouses construction,poor management,insufficient quantity of grain storage,the defects in a system of storage mortgage,and so on,its social security function failed to achieve the expected results.
