中国全民阅读法规政策体系历经20余年的发展,逐渐形成了从中央到地方、从中长期规划到与短期工作计划相结合的多层次、多类型、多领域的全过程有机体系。这一体系优势特征显著,表现为党领导完善全民阅读法规政策体系的渐进式变迁,以政府主导、社会参与的法规政策主体特征逐步成型,以法规、规划、专门性政策文件等为要素的法规政策框架体系初步显现以及全人群、多区域的全民阅读法规政策供给体系日趋完善等特征。从公众认同、机制完善、多元治理、强化实施以及加强评估等维度推进全民阅读法规政策体系由制度优势转化为治理效能,中国全民阅读法规政策体系才能真正从文本走向实践,助力书香中国与文化强国的建设。

After more than 20 years of development,China’s national reading regulation and policy system has gradually formed a multi-level,multi-type and multi-field organic system covering the whole process from central to local,from medium and long-term planning to which combines with short-term work planning.The advantages of this system are obvious,which is manifested in the gradual changes of improvement of the national reading regulation and policy system led by the party,the gradual formation of the main characteristics of regulations and policies led by the government and the participation of the society,initial appearance of the policy framework system which takes the regulations,planning,and specialized policy documents as elements,and the formation of a perfect supply system of multi-regional reading regulations and policies for the whole population.From the dimensions of public recognition,mechanism improvement,multi-governance,strengthening implementation,and strengthening evaluation,the paper analyzes the transformation of the national reading regulation and policy system from institutional advantages to governance efficiency.Only in this way can the Chinese national reading regulation and policy system truly move from text to practice,and help a scholarly China and a cultural power.
