藩篱与突破:我国公校私营制度发展困境与出路

Barriers and Breakthroughs: The Predicament and Outlet of theDevelopment of the Private System of Public Schools in China

摘要 公校私营是一种公共部门与私营部门合作教育供给新模式,将私营部门引入公立教育体系,有利于创新发展动力,改善教育发展中的结构性困境;利于强化学校自主权,提高校本管理水平;同时加强公私协作,实现优势互补。但公校私营制度实施也存在三个方面的局限性:一是资本逐利性与教育公益性之间的矛盾;二是私营部门自身专业性制约办学成效;三是公私之间权责边界不清晰等问题与局限。基于此,我国公校私营制度的实施就是要对上述藩篱进行突破。这种突破首先应转变观念,认同公私合作的独特价值;其次需要创新机制,实现与民营部门的弹性合作;最后,还应协调关系,理顺公私间的权责关系以及加强监督,保障公校私营办学成效。 Public Schools and private schools are a new mode of education supply in cooperation between the public and private sectors.The introduction of the private sector into the public education system is conducive to innovative development,breakthrough of bottlenecks in the quality of public schools,and strengthening the autonomy of schools,improve the level of school-based management;at the same time,strengthen public-private cooperation,to achieve complementary advantages.However,there are three limitations in the implementation of the public and private school system:first,the contradiction between the profit-seeking nature of capital and the public welfare nature of education;Third,the power and responsibility boundary between public and private is not clear and other issues and limitations.Based on this,the implementation of our public school private system is to break through the barriers.Such a breakthrough should,first of all,change perceptions and recognize the unique value of public-private cooperation;secondly,it requires innovative mechanisms to achieve flexible cooperation with the private sector;in addition,it should coordinate relations,straighten out thepower-responsibility relationship between the public and private sectors and strengthen supervision,safeguarding the effectiveness of public and private schools.
