建设法治型政党的政治伦理维度

The Political Ethics Dimension of Building the CCP Under the Rule of Law

全面从严治党是中国共产党政治和组织生活中长期坚持的一个主题。全面从严治党的目的之一是建设法治型政党,即建设一个以法治思维、法治精神为治党之本,以政治伦理为治党之魂的现代政党。这是党贯彻落实马克思主义“公仆”伦理理念、成功应对各种危险和考验的客观要求;也是党科学把握历史发展规律和民心向背,保持立党为公、执政为民伦理品格的必然选择。在建设法治型政党过程中,权在法下、人民至上的政治伦理理念具有引领作用;政治清明、厚植民生的政治伦理原则具有激励作用;简政放权、公平正义的政治伦理规范具有调节作用。建设法治型政党的现实伦理要求是:科学把握治党伦理与治国伦理的一致性和差异性;坚持依宪执政,以执政权力保护公民权利和人民群众的根本利益;活用“市场型政府”力量,自觉维护党中央的领导权威。

Comprehensively and strictly governing the Party is a long-term theme in the political and organizational life of the Communist Party of China.One of the purposes of comprehensively and strictly governing the Party is to build a Party with rule of law,that is,to build a modern Party with the thinking and spirit of rule of law as the foundation of governing the Party and political ethics as the soul of governing the Party.This is an objective requirement for the Party to implement the Marxist ethical concept of"public servant"and successfully cope with various dangers and tests;it is also an inevitable choice for the Party to scientifically grasp the laws of historical development and the popular will,and maintain the ethical character of establishing the Party for the public and governing for the people.In the process of building the CCP under the rule of law,the political ethics concept of power under the law and the supremacy of the people plays a leading role;the political ethics principle of political clarity and enrichment of people′s livelihood plays a stimulating role;the political ethics norms of streamlining administration,delegating powers,fairness and justice play a regulating role.The realistic ethical requirements for building the CCP under the rule of law are:to scientifically grasp the consistency and differences between the ethics of governing the Party and the country;to insist on governing in accordance with the Constitution and protect the rights of citizens and the fundamental interests of the people with governing power;to make full use of the power of"market-oriented government"and consciously safeguard the leadership authority of the Party Central Committee.
