摘要
压气站场区域范围有限且作业较多,不同作业常交叉进行。由于缺少对交叉作业有效的风险评价控制方法,交叉作业安全管理难度大,事故发生率高。为此,提出了交叉作业安全风险的定性分析方法及定量计算模型。首先,从压气站场的功能区域出发,利用交叉作业风险判定矩阵,判断其是否存在交叉作业并编制形成交叉作业矩阵;然后,采用交叉作业风险计算模型,计算交叉作业风险值,依据判别结果提出相应的沟通机制和风险管控措施。最后,在西部管道某压气站场压缩机组区进行实际应用分析,在压缩机组区选取的10个交叉作业中,确定了4个不可同时进行的交叉作业、3个可以进行的交叉作业及3个在一定条件下可以进行的交叉作业。
In view of the weak safety control and frequent safety accidents when the operations in the compressor station are cross-conducted,this paper sorts out the typical types of operations in the compressor station.In this paper,cross-work is defined by cross-work criteria.Based on the two aspects of the qualitative analysis method and quantitative analysis method,an evaluation model for analyzing cross-operation risks in daily work is proposed.The LEC evaluation of a single risk and the cross risk calculation of two or more operations can be used to derive the cross operation risk calculation model.In the functional area of the compressor station,a cross-operation risk judgment matrix is used to determine whether there is a cross-operation,and the corresponding cross-operation matrix is formed eventually.The cross-operation risk calculation model is adopted to calculate the cross-operation risk value.Based on the above judgment results,the corresponding communication mechanism and risk control measures are proposed.In this paper,taking the compressor unit area of a gas compressor station in the Western Pipeline as an example is to carry out a practical application analysis.Among the 10 cross operations selected in the compressor unit area,some types of operations can be analyzed,such as 4 cross operations that cannot be performed at the same time,3 cross operations that can be performed,and 3 cross operations that can be performed under certain conditions.The following conclusions are drawn from the accident report analysis data within half a year.Compared with the pre-control mode without cross-operation safety risk,after cross-operation safety risk management and control,the number of frequent accidents was reduced by 60%,the number of casualties was reduced by 35%,and the cost of handling safety accidents was reduced by 25%.In summary,the indirect production benefits generated by the cross-operation safety risk pre-control model were significantly increased.
