我国卫生总费用回顾与展望

Review and Prospect of National Health Accounts in China

目的:回顾2015年以来我国卫生总费用发展变化情况,分析其变化原因。展望“十四五”时期,我国卫生总费用发展趋势,提出完善卫生筹资的政策建议。方法:采用时间序列指标分析法分析我国卫生总费用变化情况。结果:2015年以来,按当年价格计算,我国卫生总费用增速整体趋缓,卫生筹资结构持续优化,但个人卫生支出占比降幅明显缩小。结论:“十四五”时期,我国卫生总费用规模将继续保持上升趋势,但增速将有所下降。因此,应以人群健康需要为导向,加快构建面向共同富裕的多元化卫生健康筹资机制,强化卫生健康投入绩效监测和评价。

Objective:To review the development and changes of total health expenditure(THE)since 2015 in China,analyze the reasons for the changes,outlook the development trend of THE during"the 14 th Five-Year Plan",and propose suggestions for health financing policy making and adjustment.Methods:Index analysis method based on time series data was used to examine the changing trend of health expenditure in China.Results:Since 2015,at current prices,the overall growth rate of THE has slowed down in China,and the health financing structure has continued to be optimized,but the decline of the share of OOP in THE has narrowed significantly.Conclusion:During the period of"the 14 th Five-Year Planning",China’s THE will continue to maintain an upward trend,but the growth rate will decline.Guided by the health needs of the population,the construction of a diversified health financing mechanism for Common Prosperity should be accelerated,and the performance monitoring and evaluation of health investment should be strengthened.
