摘要
培养和推送国际组织人才是参与全球治理、提高国际话语权的重要途径之一。近些年,虽然我国政府、高校和行业部门都十分重视国际组织人才培养和推送工作,但整体性有待提升。本文基于整体性治理视角对瑞士的国际组织人才培养和推送工作进行分析,发现瑞士联邦政府目标导向精准、部门分工协调、各级资源聚合,有效引导地方政府、高校和社会机构承担相应角色、发挥相应功能,整体推动了国际组织人才培养和推送工作的进行,体现出制度化、协同化、特色化和精准化的特征。在此基础上,本文结合整体性治理理论的要点,对我国的国际组织人才培养和推送工作提出了若干建议。
Cultivating and selecting talents for international organizations is one of the important ways to participate in global governance and improve international right of speech.In recent years,although the Chinese government,universities and industry departments attach great importance to the cultivation and selection of talents for international organizations,the overall situation needs to be improved.The analysis of Swiss international organization talent cultivation and selection through the perspective of holistic governance reveals that the Swiss government has precise goal-oriented,coordinated division of labor and convergence resources at all levels,leading local governments,universities and social institutions to assume their respective roles and functions,and promoting the progress of international organization talent cultivation and selection with the characteristics of institutionalization,coordination,specialization and precision.On this basis,combined with the main points of the theory of holistic governance,this paper puts forward some suggestions on the international organization talent cultivation and selection in China.
