长江经济带多层级生态协同治理体系创新研究

Research on Innovation of Multi-level Ecological Collaborative Governance System in Yangtze River Economic Zone

长江经济带地域辽阔,流域沿线工业化与城市化程度相对较高,生态环境污染跨区扩散现象严重,行政区碎化且综合治理难度较大,生态治理体系呈相对“结构化割裂”特征。基于多层级治理视角,从高位统筹、机构机制、组织结构、人员安排、经费投入等方面入手,纵向构建四个治理层级,强调层级间的交互关系;横向建立“市场—政府—社会”治理主体结构,并强调层级内的协作关系,形成了多层级、多主体的网格化协同治理组织框架。新的协同治理体系采取“正金字塔与倒金字塔叠加”方式构建的整体治理体系,由统分结合的生态治理府际竞合权力配置结构、“四层级+三主体”的网格化协同组织结构、生态治理过程中跨层级执行协同系统等构成,采取公司化运作的多维生态治理机构,以治理问题库为载体的任务驱动型多层级协同治理模式,全面融合“治理目标、治理方案、利益协调、利益主体”,有效协调多方利益诉求。

With vast territory,the Yangtze River Economic Belt has high degree of industrialization and urbanization along the river basin,and the ecological environmental pollution across the regions is seriously spread now.The administrative areas are fragmentized and the cross-regional governance is more difficult,and the current ecological governance system presents a relatively“fragmented”characteristic.Based on the perspective of multi-level governance and China’s unique core political system,the research starts from the aspects of high-level coordination,institutional mechanism,organizational structure,personnel arrangement,and funding input.We should vertically establish four different governance levels and emphasizing the interaction between levels,horizontally build a“market-government-society”multiple governance body,and emphasize collaboration within the level,to form a multi-level,multi-agent grid-based collaborative governance organization structure.The new system should be based on the power system of inter-government competition and cooperation of ecological governance combining centralization and division,“Four Levels+Three Main Bodies”grid collaborative organizational structure,and cross-level implementation of the collaborative system in the process of ecological governance,to form a multi-dimensional ecological governance organization with corporate operations.It proposes to adopt a task-driven multi-level collaborative governance model,fully integrate“governance objectives,governance plans,interest coordination,and interest subjects”,in order to effectively coordinate the appeals of multiple parties.
