文章通过了解美国、加拿大和中国油气长输管道废弃判定及处置现状,从油气长输管道废弃判定及处置决策流程、政府监管要求、法律法规规范标准的制定等多个方面介绍了目前典型的油气长输管道废弃判定标准及处置方法,并指出中国目前存在的相关问题。根据中国油气长输管道废弃判定及处置现状,向管道运营企业和政府监管部门在油气长输管道废弃判定及处置方面提出了相关建议,从而提升油气长输管道废弃判定及处置水平。

By understanding the current situation of oil and gas long-distance pipeline abandonment determination and disposal in the United States,Canada and China,this paper introduces the typical oil and gas long-distance pipeline abandonment determination and disposal criteria and disposal methods from various aspects,such as the decision process of oil and gas long-distance pipeline abandonment determination and disposal,governmental regulatory requirements,and the formulation of laws and regulations and standards,and points out the relevant problems in China at present.Based on the current situation of abandonment determination and disposal of oil and gas long-distance pipelines in China,recommendations are made to pipeline operators and governmental supervisory departments on abandonment determination and disposal of oil and gas long-distance pipelines,so as to improve the level of abandonment determination and disposal of oil and gas long-distance pipelines and provide scientific reference for oil and gas long-distance pipeline operators in China when determining and disposing of abandonment.
