摘要
随着国土空间规划体系顶层设计的确立,区县级成为国土空间体系建构的基本单元,是上传下导的关键环节,其专项规划的探索亟须强化。通过对当下国土空间水系专项规划的作用和实践困境进行梳理,提出从聚焦要素的开发利用到注重空间多元价值;从蓝图式到多层次、多方式传导与管控体系;从横向协调到综合治理三个方向的转型思路,以《深圳市龙华区碧道规划》为例,详细阐述国土空间水系专项规划的编制探索。
With the establishment of the top-level design of spatial plan system,county/district level is becoming the key link of"top to down",as the basic unit of spatial plan system construction,and the exploration of its special planning needs to be strengthened.By combing the role and practical difficulties of the current special planning of land,space and water system,this paper puts forward the transformation ideas from focusing on the development and utilization of elements to paying attention to spatial multiple values,from blueprint to multi-level,multi-mode transmission and control system,and from horizontal coordination to comprehensive management.Taking the Blueway Plan of Longhua District,Shenzhen City as an example,this paper expounds in detail the compilation and exploration of the spatial plan of urban water system.
