摘要
当今国际形势下,中国国际传播能力应当在国际战略视域下展开,使之承担三重重任,即国家战略层面的责任,有效提升国家形象;传媒层面责任,扭转境内、境外信息流进流出的“逆差”;民心相通责任,拉近中国与世界人民的距离。鉴于此,本文设计战略层面—传播层面—受众层面的三维评估框架,借鉴国内外评估指标,以及通过相关调研,设计出量化国际传播能力建设水平的三级评估指标体系。旨在从国际战略视域下重新审视中国国际传播能力建设问题。同时通过建构国际战略视域下的评估体系,为中国更好地开展国际传播实践提供有益参考。
Under the current international situation,China’s international communication capabilities should be developed from the perspective of international strategy,so that it can take three types of responsibilities,which is,the responsibility of the national strategy to effectively enhance the country’s image,the responsibility of the media to reverse the deficit of the flow of information in and out of the country and abroad,and the responsibility of connecting people's minds to narrow the distance between China and the people of the world.In view of this,this research designs a three-dimensional evaluation framework at the strategic level,the communication level,and the audience level.Based on Karl Heinrich Marx’s mind communication theory,Jürgen Habermas’s communication theory,Joseph Nye's soft power theory,as well as domestic and foreign evaluation indicators,we construct the three-level system of indicators to quantify the capacity building of China’s international communication.At the same time,by constructing such an evaluation system from the perspective of international strategy,it provides a useful reference for China to better carry out international communication practices.
