国外数字包容政策与实践进展研究——以英国、新加坡、新西兰为例

Research on Digital Inclusion Policies and Practice Abroad: A Case Study of Britain, Singapore and New Zealand

随着数字时代的到来和政府数字化转型的推进,数字技术和应用渗透到生活的各个领域,数字包容成为推动公众参与数字生活和融入数字时代的重要战略和举措。本文运用文献调查和网络调查等方法,以数字政府推动数字包容为切入点,系统梳理英国、新加坡、新西兰等国家的数字包容政策文本和具体实践行动。从加快数字包容政策制定、保障数字设施和设备供给、落实数字素养与技能行动三方面提出我国推动数字包容的对策建议,以期为数字中国建设提供有益借鉴。

With the advent of the digital age and the promotion of government digital transformation, digital technology and applications have penetrated into all areas of life. Digital inclusion has become an important strategy and measure to promote the public to participate in digital life and integrate into the digital age. Using literature surveys and online surveys, with the digital government to promote digital tolerance as the starting point, the article systematically sort out the digital inclusion policy text and specific practical actions of the United Kingdom, Singapore, and New Zealand. The article proposes suggestion of accelerating the formulation of digital inclusion policies, ensuring digital facilities and equipment supply, implementation of digital literacy and skill action, in order to provide useful reference for the construction of digital China.
