民族地区推普工作高质量发展的背景审度、内涵确证和实践路径--基于共同富裕的目标指向

Background Analysis,Connotation Interpretation and Practical Path of High-quality Development of Promoting the Standard Spoken and Written Chinese Language in Ethnic Regions--Based on Target Orientation of Common Prosperity

推普工作高质量发展是当前民族地区转变“后发展欠发达”整体状态、以语言平等助力共同富裕“共、富、稳”关键点取得实质性进展的现实诉求。高质量的推普工作在价值导向、基本策略、对象定位、实践做法等要素上与以往存在差异,并且需充分考量当前民族地区推普工作面临“链式风险”及推拉乏力的现实障碍,以做好前瞻性谋划。基于此,在共同富裕“面向全体、关注内在、以稳促进”目标指向下,应抓住“使人有所获”这一核心及坚持“攻坚与提质双线并行”思路开展实践,全面摸排并精准定位工作对象的范围及基本水平,重视语言对新型职业、处境不利群体的服务作用;强化语言推广与认同教育、文化传承、乡村振兴之间的联系,促成工作对象对语言价值认识从“工具层”向“情感层”转变;且需以高效能治理理念贯穿全程,提升制度供给效能和执行能力,有序有效落实新时期推普工作的目标。

The high-quality development of promoting the standard spoken and written Chinese language is the actual need for ethnic regions to change their overall situations of“delayed development and under-development”,to achieve substantial progress in terms of“commonality,wealth and steadiness”of common prosperity with the help of language equality.This work is different from the past one in terms of value orientation,basic strategies,subjects locating and practical approaches;and we should take into consideration the reality obstacles of“chain risks”and“lack of drive”in this work so as to work out pioneering planning.Therefore,under the direction of common prosperity goals of“targeting at all,attaching importance to the intrinsic and steady promotion”,we should stick to the core of“benefiting all”,uphold the idea of“compatibility of poverty alleviation and quality improvement”in practice,conduct comprehensive survey and precisely locate the range and level of work subjects,attach importance to the service function of language for new career and the groups of unfavorable conditions.We should also strengthen the relationship between promoting the standard spoken and written Chinese language and identity education,cultural inheritance and rural revitalization,should help work subjects transfer their language value recognition from“the instrumental”to“the emotional”,apply high-quality governance ideas into the whole process,enhance the efficacy of institutional supply and execution capacity,and realize the goals of promoting the standard spoken and written Chinese language in the new era in a orderly and efficient way.
