Democracy is a national construction program that includes values,institutions and behaviors,and the whole-process people’s democracy is a paradigm transition of this program.It is necessary to systematically explain the basic structure of why the transition of democratic paradigm is inevitable for us to understand the inevitability of the whole-process people’s democracy.In the historical development of democratic politics,the whole-process people’s democracy embodies the essence of democracy,shapes the real democracy and reconstructs the democratic construction,which is the historical necessity of the completeness and comprehensiveness of democracy.In the structural reform of democratic theory,the wholeprocess people’s democracy shows the scientific systematicness,full inclusiveness and critical completeness of democratic theory,which is the theoretical necessity for scientific democratic thought to realize the consciousness of the times.In the practical evolution of democratic construction,it is inevitable for the whole-process democratic construction to realize the innovation and reform of political civilization through the democratic construction oriented to good governance.Thus,the whole-process people’s democracy has been confirmed from necessity to inevitability,and the three-dimensional interpretation of the democratic paradigm has been constructed,which provides a revolutionary theoretical framework for the explanation of the phenomenon of the decline of the west and the rise of the east in the world democracy.
