“零容忍”廉政文化建设的制约因素与破解之道

Restrictive Factors and Solving Methods of the Culture Construction of Zero Tolerance for Integrity

廉政建设能否取得成功,在很大程度上取决于人们对腐败的容忍度如何。以零容忍为导向的廉政文化,就是要让腐败零容忍成为一种精神自觉、行为导向和社会风尚。“零容忍”廉政文化是党和政府零容忍惩治贪腐的决心和信念,也是社会成员对腐败行为零容忍的观念和态度。从结构上看,“零容忍”廉政文化可以划分为精神文化、制度文化和环境文化三个层次;从内涵上看,“零容忍”廉政文化是以零容忍廉政理念为核心、以零容忍廉政规范为保障、以零容忍廉洁形象为载体的文化体系。目前来看,“零容忍”廉政文化建设还受到个体主观认知偏差、消极传统文化观念尚存、零容忍廉政规范缺失、文化传播环境建设不足等因素的制约。针对这些制约因素,提出以认知纠偏为基础培育腐败零容忍的精神文化、以机会控制为要点强化腐败零容忍的制度文化和以强力扩散为关键打造腐败零容忍的环境文化三个破解之道。

Whether the integrity construction can succeed depends to a large extent on people’s tolerance of corruption.Taking“zero tolerance”as the guide of integrity culture means that zero tolerance for corruption will become a form of spiritual awareness,behavior orientation and social trend.The culture of zero tolerance for integrity refers to the determination and belief of the state to punish corruption with zero tolerance,and also refers to the concept and attitude of the members of the society to the behavior of corruption with zero tolerance.Structurally,it can be divided into three levels:spiritual culture,institutional culture and environmental culture.From the perspective of connotation,it is a cultural system with the integrity concept of zero tolerance as the core,the integrity norms of zero tolerance as the guarantee,and the integrity image of zero tolerance as the carrier.At present,the construction of the culture of zero tolerance for integrity in China is restricted by individual subjective cognitive deviation,the existence of negative traditional cultural concepts,the lack of the integrity norms of zero tolerance,inadequate construction of cultural communication environment and other factors.In view of these constraints,we put forward three ways to solve problems:cultivating the spiritual culture of zero tolerance of corruption based on cognitive correction,strengthening the institutional culture of zero tolerance of corruption with a focus on opportunity control,and building the environmental culture of zero tolerance of corruption with powerful diffusion as the key point.
