“五治统合”:基层党组织引领社区应急治理的体系建构

Integration of the Five Governances:Primary-level Party Organizations Leading the System Construction of Community Emergency Governance

重大突发事件展示了基层党组织面对风险冲击时能引领社区在常态化治理与非常态化应急治理之间进行适应性变迁。基于理论研究与实践考查,发现可以在自治、法治、德治“三治融合”的基础上引入“政治”与“智治”,从而搭建起基层党组织引领的“五治统合”框架。在此框架中,基层党组织通过政治引领凝聚社区应急治理合力、法治保障增强社区应急治理定力、德治教化促进社区应急治理内力、自治强基激发社区应急治理活力、智治支撑打造社区应急治理动力,有效统合了“五治”与“五力”,塑造出具有韧性的社区应急治理体系。“五治统合”的社区应急治理体系实质上反映了我国国家治理范式的有效性,展现了基层社区应急治理范式从脆弱性向韧性变迁的过程,揭示出基层社区应急治理过程强调工具理性与价值理性的平衡。

Major public emergencies show that primary-level Party organizations can lead the adaptive transition between normalized governance and abnormal emergency governance in the face of risk shocks.This study introduces“politics”and“rule of wisdom”on the basis of the“three governances”of self-governance,rule of law,and rule of virtue,and builds an analytical framework for the“integration of five governances”led by primary-level Party organizations.Based on this framework,it is found that primary-level Party organizations condense the joint force of community emergency governance through political guidance,strengthen and guarantee the determination of community emergency governance through rule of law,promote the internal force of community emergency governance through moral education,stimulate the vitality of community emergency governance through strong self-governance,and build community emergency governance power through intellectual governance support,effectively integrating the“five governance”and“five forces”,and shaping a resilient community emergency governance system.In essence,it is a bottom-up demonstration of the effectiveness of the Party-centered state governance paradigm,showing the process of the transition from vulnerability to resilience in the primary-level community emergency governance paradigm,and revealing that the primary-level community emergency governance process emphasizes the balance between instrumental rationality and value rationality.
