摘要
继续教育立法作为我国教育立法的一项重要内容,自改革开放以来经历了起步奠基、确立发展、全面推进和深化拓展四个不同阶段,体现出从单一到全面、从“国家”到“个人”、从集权到分权、从本土到全球的演进特征。基于对以往立法经验的总结和问题反思,为实现从有法可依到良法治理的转变,未来的继续教育立法应推进基本法立法、保障学习权、彰显“成人”特色和提升继续教育质量。
Continuing education legislation is an important content of China s education legislation.Since the reform and opening up,it has gone through four different stages of starting to lay a foundation,establishing development,comprehensively advancing,and deepening and expanding.It reflects the evolution characteristics from single to comprehensive,from“country”to“individual”,from centralization to decentralization,from local to global.Based on the summary and reflection of previous legislative experience,the future continuing education legislation should promote basic law legislation,guarantee the right to learn,highlight the characteristics of“adult”,and improve the quality of continuing education in order to realize the transformation from lawful governance to good law governance.
